I build a few kits myself, and every one lists what's in it and what's not. The 72 Hour Starter Kit covers warmth, light, fire, and cordage. The Apartment Kit covers water, light, and power for one closet shelf. Neither one claims to cover everything, and each product page has a box telling you what to buy next. I'd rather you start with a kit that's honest than a bag that's full.
